The Metropolitan Council will be holding several informational meetings in the coming month regarding proposed changes to their regional Water Resources Management Plan. The meeting occurring in the Rice Creek Watershed District is happening Wednesday, Jan. 12 (8:30 – 10 A.M.) at the White Bear Lake City Hall. If you cannot make it to this meeting, there are additional dates and locations, as well as more information about this process at this website.
The draft EIS scoping document for Hardwood Creek has been made available on our website. Please visit the Hardwood Creek rehabilitation page to access this document and other information. The "Summer Stretch" program, comprised of 5 area churches with over 100 middle school-aged kids, worked with RCWD and North Metro Channel 15 to produce 3 public service announcemnts about water quality issues. The PSAs will be aired during the "City Scope News" segments twice daily. Look on the North Metro Channel 15 website for a detailed playback schedule.
On May 18, 2004 the Rice Creek Watershed District (RCWD) sponsored
a workshop called "Linking Land Use and Water Quality: Natural Resource
Based Planning". Presentations by Northland NEMO
and the RCWD explored innovative planning approaches to stormwater
issues and about RCWD’s Comprehensive Wetlands Management Plan. This
workshop was designed especially for builders, engineers, developers,
planners, city staff and officials. The Rice Creek Watershed District website has
a new look and some new sections. Be sure to check out these new pages
about our education program as well as frequently
asked questions. As both of these sections are new and growing, check
back for updated content in the near future. As always, if you have any questions
or comments about this website, please contact us On January 28th, 2004 both the Minnesota
Board of Water and Soil Resources (BWSR) and the Rice Creek Watershed
District (RCWD) Board of Managers approved to the Comprehensive Wetland
Management Plan for ditch 53-62 in Blaine, Anoka County. The design and
implementation of this innovative plan has involved numerous agencies
and individuals over the course of many years. The RCWD would like to
congratulate all those involved in helping this exciting and innovative

Both Andrew Cardinal and James Leroux have been
reappointed to the Rice Creek Watershed District Board by their respective
counties. Mr. Cardinal represents Anoka County and Mr. Leroux represents
Washington County. They have both been appointed to three-year terms
which expire in January of 2007.
The proposed Rule M can be found in the 53-62
section of our website. This rule deals with the management of the
Comprehensive Wetland Management Plan for the watershed of Anoka County
Ditch 53-62. This proposed rule is accompanied by a cover letter explaining
the proposed rule.
Robin Doege will resign from the Rice Creek Watershed District board of
managers effective November 27, 2003. Robin was appointed in 2001 to represent
Anoka County and has served on the board for the past 2½ years.
Robin resigned due to personal reasons. A comprehensive wetland management plan (CWMP) has been created for Anoka
County Ditch 53-62. This ditch has a watershed of about 6,700 acres and
is located in the Twin Cities North-Metro cities of: Blaine, Lino Lakes,
Circle Pines and Lexington Minnesota. Due to the large percentage of wetlands
in the watershed, a comprehensive wetland management plan has been created
to balance the needs of development in this region with the legal requirements
and environmental implications of impacting these important resources.
