Rules The Rules of the Rice Creek Watershed District (RCWD) are those policies that the District has adopted to protect the public health and welfare and the natural resources of the District. These rules are enforceable under Minnesota Statute. Rule M Rule to implement the Anoka County Ditch 53-62 Comprehensive Wetland Management Plan (CWMP) dated January 28, 2004. Although the Minnesota Board of Water and Soil Resources oversees the Wetland Conservation Act, The Rice Creek Watershed District administers these rules in the communities we serve. Data Practices Act Policy The Data Practices Act policy was adopted by the board of managers to define how the RCWD disseminates and retains information.
